A Cutscene can be given a start delay in its Inspector. If you trigger it with ActionList: Run, it'll start only once that delay's duration has elapsed.
You'd need a different approach - a start delay isn't something that can be read.
Try using a QTE running in the background, of type "Single Keypress" with an input that's not mapped to anything. QTE timers can be displayed in a menu - see these tutorials.
