I found out that in many cases there are things that player should talk or look with different actors. I think an Objective with set rules and a possible check what to do now Action list would serve several game developers.

I certainly agree that Objectives based on variable values are common enough, but I also feel that the varying nature of the "rules" about such dependencies mean that it's best left to scripting to define them.
The Objectives system is designed to be extended through scripting - see this page on the AC wiki for an example of how this can be done:
