I don't think Hotspot Interactive Boundaries function when using a character controller instead of a Rigid Body. I was having trouble getting a Hotspot working, so I removed the Interactive Boundary and then it immediately worked. Unless of course it is an issue with my setup?
I'm on Unity 2018.3 using AC 1.70.4.

Interactive Boundaries rely on Unity's OnTriggerEnter to work - so either the boundary, or the player, need a Rigidbody.
You could try attaching a kinematic Rigidbody as a child of the Player, or one to the IB itself.
