Hey Chris, quick question:
Am I right to assume that there is no way around using a second camera system if I want to pause time as an artistic effect (by setting time scale to zero) and still move the camera?

Not built-in, no. The camera system is time-based, so it needs a non-zero timescale for it to work.
You could try animating a Camera manually using an Animator component, having it work in "Unscaled Time", and then (through script), enabling it and disabling AC's MainCamera.
However, it's probably best to try to find a way to get the artistic effect to work in regular time. Disabling an object's Animator component should freeze it - though perhaps using Timeline may also be worth a look.
