With 'use PM for initial value' unticked, the variable uses the AC initial value rather than the desired preset value. The preset has been called with an on start game actionlist.
If you're assigning variable values as a preset as soon as your game begins, the state of the "Use PM for initial value" shouldn't make a difference - since both AC and PM vars will be immediately overwritten by the preset.

The variable doesn't appear to be overwritten by the preset called at the start of the game(or even after a wait). The initial AC variable value will only be overwritten by the preset if I unlink it from the PM variable.
