Highlight Effect 2d

I have been looking for a highlight effect and was wondering if someone could point me in the right direction. I am a bit new to this and cant not seem to find a good answer. I am trying to recreate the effect in the link below. Not the flashlight, but the halo around the player.

Answered my own question. I guess I was using the wrong terminology when looking for a solution. I found and easy way to do this with creating a large black image with a halo and attaching it to a spotlight.
