Define each option in the Cursor Manager - see the Demo_CursorManager for an example.
You'll want to use ChooseHotspotThenInteraction mode (it's in the Settings Manager). This will mean that when you create Hotspots, you can define multiple Interactions - each one associated with a different cursor option.
You'll then need to create a custom Menu that lists the available Interactions as text.
Look to see how the default Interaction menu works. It arranges the various icons horizontally, but you can modify this to list labels vertically. When the menu is set to appear "On Interaction", it'll only display the appropriate Interactions.
