I have some long text on dialogues and I would like to be able to scroll  like closed captions on TV. I'm using Unity UI but what I see is that it doesn't show the whole text, it just crop it. Is this possible in one Play Speech Action list, or I will have to  make multiples Play speech for it?

Should be possible with just the one, if I understand you correctly.  If you're using Unity UI, then it's display will be down to the way you set it up on the Unity side of things, rather than AC.
