SaveSystem.CreateMenuVisibilityData can throw exception

I'm not sure if this will go away once everything is properly configured in the game, but SaveSystem.CreateMenuVisibilityData will throw an ArgumentOutOfRange Exception if none of the menus are manually controlled.  menuString will be empty and remove start index will be -1.

menuString.Remove (menuString.Length-1, 1);
