Control global fade in/out times for all scenes

Is there a way to set the fade in / out times for all cameras rather than using camera fade in/out in scene?

Yes - you can use the Events Editor for this.

Create a new Scene: Change: After event and run the Camera: Fade Action inside the associated ActionList asset.
