custom action folder not support which those under packages folder

when i set the custom action folder under my packages folder,that warning came out:
"Cannot set new directory - be sure to select within the Assets directory."

if can support this?

Apologies for the delay. I'll give this some thought - are you referring to an embedded package, i.e. one whose files are in the same directory as your project?

Thank you for reply,yes ,it is, i want to make a package depend on adventure creator package,and some custom actions in my package,but adventure creator can't support those custom actions folders not under assets folder

Thanks for the details.

I've recreated the issue, but there appear to be issues with Unity's ability to extract files/classes from the Package folder in the same way they can be from Assets.
