Seems like my actionlist is stuck in the engine: wait action -- this is sandwiched between a turning on a menu and turning off the same menu.
Might anyone have any insight as to why this may be?

Are either of the Menus set to pause the game when enabled? It may be a case of the game being paused (i.e. time frozen), so that the wait Action cannot complete.
Try adjusting the properties of the ActionList asset, either by checking Unfreeze 'pause' Menus?, or having it run in the background.
Ah thanks for getting back -- sorry realized I forgot to update this thread --
it turns out that I did not define a transition type even though I set the actions to "wait till transition is completed" -- causing it to freeze it seems!
I checked that behaviour out, and it's a bug - thanks for the report. I included a last-minute fix in v1.79.3 for it.
