Export text for translations when using Addressables?

Is there another way to export text for translation purposes when text is set to Addressables?

The text itself can be exported - the use of Addressables here is limited to the use of speech audio.
The restriction in your screenshot is related to the "Audio" column, which is used to output whether or not a given text line already has an existing Addressable audio asset. It doesn't affect the ability to export game text.
