When using Actions to control character movement, the workflow is generally the same for both NPCs and the Player. You can read about this topic in the Manual's "Character movement" chapter.
Pre-determined Paths can be created in the Scene Manager's Scene Prefabs panel, under the "Navigation" section. After building the path in the Scene window, you can then use AC's Character: Move along path Action to have the NPC move along it.
Dynamic pathfinding can be achieved by placing down a Marker object (also under the "Navigation" section of the Scene Manager) and then using the Character: Move to point Action to have the NPC move towards it.
