I have a preload scene in my OnStart cutscene, asynchronous scene loading ticked, but on PLAY the preloaded scene loads instead, anything I am doing wrong?
What are your AC/Unity versions? Any related messages in the Console?

I cannot recreate the issue. This may be more Unity-related.
Create a new scene, and add another such preloading Action to its OnStart cutscene. Does the scene switch after running?
I upgraded to unity 2020 and now this works fine, as do timelines!
